Why can't I FTP when outside the network?

For security reasons, ftp connections are limited to customers currently using their MyACTV Internet service.  Attempts to connect from outside of our network are prohibited.  Web space is for non-commercial use and not anticipated for access by outside developers but rather for the personal use of our customers. We apologize for any inconvenience this may cause.
